Abstract:problems in Shanghai such as policies and regulations, carbon assessment standards, carbon neutraltechnology, industrial development were pointed out. The suggestions were put forward based on domes⁃tic and foreign legislative experience in carbon peaking and carbon neutrality. In order to achieve thegoals of carbon peak and carbon neutrality, Shanghai could accelerate the exploration of legislation inclarifying responsibilities, decomposition and implementation of goals, improvement of standardsystems, and breakthroughs of the institution in key areas.
