Review Policy

Review Process

Our journal strictly implements the following review process: preliminary review by the editorial department, peer review by experts, secondary review by the editorial department, final review by the Editor-in-Chief.

The preliminary review is conducted by the responsible editor, focusing on novelty checks and duplication checks, and reviewing whether the topic selection and writing of the manuscripts meet the basic requirements of the journal. For manuscripts that are innovative in perspective but do not meet the writing requirements for peer review, the editorial department will first provide preliminary review comments and return the manuscript to the author for revision. Once the manuscript has been revised to meet the standards, it proceeds to peer review. The preliminary review typically takes no more than 3 working days, with a maximum of one week. Manuscripts rejected at the preliminary review stage will receive a clear explanation of the reasons for rejection.

Peer review is the key process for assessing the academic quality and value of submissions. Our journal adopts a double-blind peer review system to ensure objectivity and fairness in this process. Each manuscript is generally reviewed by at least two peer experts, focusing on the scientific merit, innovation, and practicality of the manuscript. For manuscripts returned for revision after peer review, authors should carefully revise the manuscript based on the reviewers' comments, and provide a revised version (please revise in the Revisions Mode) and a detailed response to the review comments (answers should address each comment individually). The peer review process generally takes about 3 weeks.

The secondary review is a comprehensive reassessment conducted by the editorial department subsequent to the peer review and authors' revisions. During this process, the manuscript is reviewed in conjunction with previous review comments, and an overall evaluation is made on the academic quality of the manuscript and whether it complies with the policies and regulations of the Party and the state. If necessary, manuscripts may be returned to authors for further revision. Manuscripts that pass both the peer review and secondary review will move to the final review by the Editor-in-Chief. The secondary review typically takes no more than 3 working days, with a maximum of one week.

In the final review stage, the Editor-in-Chief makes a decision on whether to accept a manuscript based on the specific circumstances of the submission and the comments of peer reviewers. The Editor-in-Chief is responsible for the entire content of the journal.

The entire review process (including the preliminary review, peer review, secondary review and final review) generally takes one month, with a maximum of two months. If the process exceeds the scheduled time, authors are free to submit their manuscripts to other publications.

 

Appeal of Authors

If authors disagree with the review comments of the reviewers, they may submit a written appeal to the editorial department. If the appeal is objective and reasonable, the editorial department will choose other experts to re-evaluate the manuscript.

 

Plagiarism Detection

The journal adopts the AMLC System provided by China National Knowledge Infrastructure (CNKI) to check the manuscripts. It is required that the similarity index of experimental research articles should not exceed 10%, and that of review and discussion articles should not exceed 15%.

 

Review for Special Issue Submissions

The manuscript review process described above also applies to submissions for special issues. Manuscripts submitted for special issues undergo the same review and editing process as manuscripts submitted for regular issues, and are also subject to the final decision by the Editor-in-Chief, who is responsible for the entire journal content, including special issues.

The editorial department would invite experts in the relevant fields to serve as Guest Editors for special issues. Their responsibilities include assisting in the solicitation of manuscripts, organizing peer review, and solving any problems during the publication of the special issue. The work of the Guest Editors is subject to the supervision of the Editor-in-Chief and editorial department to ensure fairness in manuscript reviews.

 

Review for Submissions from Editorial Board Members, Editors and Guest Editors

For submissions from Editorial Board Members (EBMs), editors and Guest Editors of the journal, they are subject to the same review and editing process as regular submissions. The peer review of these manuscripts is conducted independently of the relevant EBMs, editors, Guest Editors and their research groups.

EBMs, editors and Guest Editors will not participate in the review of a manuscript written by themselves, their families, colleagues, and other author(s) who have a conflict of interest with them.
